Heat oil in a large pan or wok over medium-high heat. Add onion and cook, stirring occasionally, until soft and translucent, 3-5 minutes. Add garlic and ginger and cook until fragrant, about 1 minute.
Add the meat, using a wooden spoon to break it up, and cook until browned, about 5 minutes. Drain off excess fat if needed.
Add the sesame oil, tamari, Sriracha, and rice vinegar and mix until fully incorporated into the meat.
Add the cabbage, carrot, and broth to the pan and stir to fully combine, scraping any browned bits from the bottom of the pan. Cook, stirring regularly, for 5-6 minutes, or until the cabbage is soft.
Remove from heat and evenly divide among four bowls. Garnish with the sliced green onion and sesame seeds and add additional tamari and Sriracha as desired.
